English is one of the international languages that is used by many people in the world and in many areas of everyday life. Therefore, using English is the easiest way to communicate with people from other countries about many aspects in human life such as technology, economy, social, and politics. For Indonesia, English is a foreign language. Learning a foreign language is an integrated process that the learner should study the four basic skills: listening, speaking, reading, and writing. We use it to understand our world through listening and reading and to communicate our feeling, need, and desires through speaking and writing. By having more knowledge about language skill we have much better chance of understanding and being understood and getting what we want and need from these around us. Speaking is one of four basic skills. It is very important in teaching and learning English. Speaking involves some language components (spelling, grammar, vocabulary, and punctuation).
It can also be for another productive skill like writing. Since it is beneficial not only in improving the students' speaking ability but also the students' involvement in the learning process, it is advisable that this technique be used by students as their learning strategy to practice their speaking ability, and even more to practice their writing skill as well. This activity can be done in their extra curricular activities. To get information in broad outline researcher do pre survey of SMP Nurul Iman Labuhan Maringgai to observe and finds factor who can increase and influence student developing in speaking's ability. Pre survey at performs on the 5th July 2010 at SMP Nurul Iman Labuhan Maringgai. Basen on pre survey what do at does researcher at SMP Nurul Iman Labuhan Maringgai academic year 2010 / 2011 at gets information according to KKM at SMP Nurul Iman Labuhan Maringgai.

Another problem is the students have low motivation and are not interested in doing the task since the speaking activities are not interesting. Besides that, the students have difficulty at telling their experience from picture. This is because speaking is difficult for them since they have to master enough vocabulary, spelling, and grammar. In reference to the explanations above and the strong desire of finding the solution of these problems, the writer has motivation to do the research in improving the teaching of speaking in real class by using picture series as the instructional media. It is hoped that the media improve the students speaking ability in sing the picture. This study is based on the needs to improve the students' speaking ability. Therefore, it is designed to improve the students' speaking ability through the use of Incomplete Picture Series technique. In this technique, the students are divided into several groups. Each group then is given a different incomplete picture series. This technique is believed to improve the students' speaking ability and their involvement in the teaching and learning process.

This study constitutes a classroom action research. Employing an action research design, it was conducted collaboratively with a fellow English teacher in observing the implementation of the technique. This study was conducted in two cycles. Each cycle encompassed three meetings. The criteria of success were determined by the students' scores on their speaking product. If 65% of the students gained score higher than and/or equal to 65, so the criteria of students' speaking ability had been achieved. The success of this technique was also determined based on the students' attitude toward the implementation of the technique and their involvement in the teaching learning process. These two criteria of success were considered to be achieved when 70% of the students gave positive response and actively involved in the teaching and learning process. The findings of the study indicated that Incomplete Picture Series technique was successful in improving the students' speaking ability as well as increasing their involvement in the teaching and learning activities.

The students are able to make based on their language. In this chance the researcher do the research at the seventh grade of SMP Nurul Iman Labuhan Maringgai, Lampung Timur. The researcher ask to the English teacher about the students speaking ability in using the picture. In this chance, the researcher gets the point that it need to do the problem analyze especially in using the picture because some of students find some difficulties in using the picture. The students cannot divide or difference the type of theme in the picture things in the world, animals, and flora. Therefore, it is suggested that English teachers apply this technique as one of the alternatives that can be used in teaching speaking skill. Besides, it is also suggested to future researcher conduct a similar study by using Incomplete Picture Series technique on different settings and subjects to see whether or not this technique is also effective and applicable to be implemented in improving the students' speaking ability.
